各區(qū)人力資源和社會保障局、北京經(jīng)濟技術(shù)開發(fā)區(qū)人事勞動和社會保障局，各相關單位：

為進一步優(yōu)化營商環(huán)境，拓展就業(yè)登記辦理途徑，向新開辦企業(yè)提供更加便捷、高效的人力資源和社會保障服務，現(xiàn)將新開辦企業(yè)辦理就業(yè)登記有關事項通知如下。

一、新開辦企業(yè)招用本市登記失業(yè)人員以及初次進入人力資源市場的本市人員，應按照本市有關規(guī)定辦理就業(yè)登記手續(xù)。其中，新開辦企業(yè)未招用人員或招用就業(yè)狀態(tài)未發(fā)生變化人員的，無需辦理就業(yè)登記。

二、新開辦企業(yè)招用符合條件的人員辦理就業(yè)登記，可與社會保險參保登記合并辦理。新開辦企業(yè)可按照本市社會保險相關規(guī)定，登錄“北京市社會保險網(wǎng)上服務平臺”（fuwu.rsj.beijing.gov.cn/csibiz）或通過開辦企業(yè)“e窗通”網(wǎng)上服務平臺（http://ect.baic.gov.cn）, 辦理社會保險參保登記，就業(yè)登記信息以參保登記信息為準。

三、工作要求

各區(qū)人力資源和社會保障局、街道（鄉(xiāng)鎮(zhèn)）社會保障事務所要嚴格執(zhí)行單位就業(yè)登記和社會保險參保登記相關規(guī)定，不斷拓展服務方式，簡化優(yōu)化業(yè)務流程，提高服務效率，為新開辦企業(yè)營造良好的營商環(huán)境。

Notice on Integrated Handling of Startup Company Employment Registration and Social Insurance Coverage Registration

Human Resources and Social Security Bureaus in all districts, and Personnel Labor and Social Security Bureau of Beijing Economic-Technological Development Area and all relevant entities,

In order to further optimize the business environment, expand employment registration handling channels and provide more convenient and efficient human resources and social security services to startup companies, the matters related to employment registration of startup companies are hereby notified as follows.

I. Startup companies employing the unemployed persons registered in Beijing Municipality and those persons seeking jobs in human resources market for the first time shall apply for employment registration in accordance with the relevant regulations of Beijing Municipality. If a startup company does not employ any person or employs any person without changes in employment status, application for employment registration shall be unneeded.

II. Where a startup company applies for employment registration for qualified personnel, it may simultaneously apply for social insurance coverage registration. In accordance with the relevant social insurance regulations of Beijing Municipality, all startup companies can log on “Beijing Social Insurance Online Service Platform” (fuwu.rsj.beijing.gov.cn/csibiz) or “E-window” online service platform for startup companies (http://ect.baic.gov.cn), and apply for social insurance coverage registration. For employment registration information, social insurance coverage registration information shall prevail.

III. Work Requirements

All district-level bureaus of human resources and social security and sub-district (township) social security offices must strictly enforce the regulations concerning the entity employment registration and social insurance coverage registration, continuously expand service modes, simplify and optimize operational processes, improve service efficiency, and create favorable business environment for startup companies.
